Dr. Nick Begich: The Technologies of Political Control Over the People

Dr. Nick Begich from Alask talks to Infowars crew about HAARP, Secret Sciences and High Tech Mind Control .... The U.S. govt. sacrificed 3,000 soldiers at Pearl Harbor in 1941 to the Empire of Japan; the U.S. govt. poisons and adulterates our water with the waste product sodium fluoride and the blood intoxicant known as lithium (as well as innumerable heavy metals and pesticides). The U.S. govt. clouds the skies with aluminum oxide and barium salt. Murder is murder. The murdering of children is especially abhorrent. The reason the controllers are afraid of the awakening is that their domination cannot survive in a world of truth. They thrive off of lies that create self fulfilling prophecies whereby their agenda is advanced. If all people knew the truth.. would debt based monetary systems survive? Wars? Using technology to spy on and enslave? Nope; In a world of truth people would demand beneficial (not fear based) things and the dominance of the current controllers would not survive and they know it. Absolutely astonishing video of facts and truth. I can't wait till the truth is told in mainstream media, instead of dancing this, singing that to dissolution the people.

Dr. Nick Begich, co-author of Angels Don't Play This HAARP. Begich has pursued independent research in the sciences and politics for most of his adult life. He received Doctor of Medicine (Medicina Alternitiva), honoris causa, for independent work in health and political science, from The Open International University for Complementary Medicines, Colombo, Sri Lanka, in November 1994. Begich has served as an expert witness and speaker before the European Parliament. He has spoken on various issues for groups representing citizen concerns, statesmen and elected officials, scientists and others. Begich is also the author of Earth Rising II: The Betrayal of Science, Society and the Soul with the late James Roderick, and Controlling the Human Mind: The Technologies of Political Control or Tools for Peak Performance.

Gerald Celente on The Alex Jones Update on the MF Global collapse - 28 Nov 2011

The United States of America, like most countries, has been taken over by a very corrupt cabal of people. They use many tools. Fear, false flags, propaganda, threat, lies, wars etc... People need to wake up and not buy into these people. They believe in order out of chaos. This is not the way I choose to live. The institutions, organizations, groups, clubs, have all been corrupted.. Can't trust any of them, spies everywhere.. Govt sponsored tattletales infest every civic group.. Churches are on the Govt payroll thru their 501C3, so they can't be trusted either.. The good people, who haven't sold out, are pulling back, hardening themselves, cutting the dead weight in life, reducing their vulnerability to betrayal.. This shit is just for starters, better hang on, rides gonna get a lot rougher..

G20 case reveals 'largest ever' police spy operation

Police organizations across the country co-operated to spy on community organizations and activists in what the RCMP called one of the largest domestic intelligence operations in Canadian history, documents reveal.

Information about the extensive police surveillance in advance of last year's G8 and G20 meetings in southern Ontario comes from evidence presented in the case of 17 people accused of orchestrating street turmoil during the summits.

The court case ended Tuesday before it went to trial. Six of the defendants pleaded guilty to counselling mischief and two of those to an additional count of counselling to obstruct police, while 11 people had their criminal charges dropped.

Testimony previously under a publication ban describes how two undercover police officers — one male, one female — spent 18 months infiltrating southern Ontario community groups ahead of the June 26-27, 2010, gathering of world leaders.

They were part of a much larger so-called joint intelligence group (JIG) operation that the RCMP, in its internal post-summit review, called "likely the largest JIG ever assembled in Canada."

Undercover operatives

The Crown built its case against the 17 around the work of the two officers, Ontario Provincial Police members Bindo Showan and Brenda Carey. It was a massive case: 59 criminal charges in all, more than 70,000 pages of Crown evidence disclosed to the defence, and months of scheduled testimony.

Earlier this fall, Showan told the court about how he attended a meeting prior to the Toronto summit. There, a protest-planning group that included several of the 17 main G20 defendants was discussing whether to lend their support to a First Nations rally.

Adam Lewis, one of the 17 accused conspirators in the G20 case, interjected, “Kill whitey!” The group chuckled. Lewis, like all but one of his co-accused, is white.

When a Crown lawyer asked the officer what he thought Lewis meant, Showan said in complete seriousness, to "kill white people."

"Deliberately or accidentally, the undercover officers misinterpreted hyperbolic jokes as literal statements of belief," said Kalin Stacey, a community organizer, friend and supporter of the defendants. "This undercover case highlights the incentive for undercovers to ensure that charges are laid."

Canada-wide surveillance

The two undercover officers at the core of the Crown's case were just a small part of a Canada-wide operation to spy on activist groups in the lead-up to the 2010 Winter Olympics in Vancouver, the G20 summit in Toronto and the G8 meeting in Huntsville, Ont.

RCMP records obtained under freedom of information legislation reveal that at least 12 undercover officers infiltrated groups. Organizations in Vancouver, the southern Ontario cities of Guelph and Kitchener-Waterloo, Toronto and Montreal were scrutinized.

In all, the RCMP-led joint intelligence group — a conglomeration of federal, provincial and municipal police tasked with G8/G20 reconnaissance — employed more than 500 people at its peak, the records show. The group ran undercover operations, recruited confidential informants and liaised with domestic and foreign governments, law enforcement agencies and even corporations.

The JIG's targets included activists protesting the Olympics, the migrant-justice group No One Is Illegal, Southern Ontario Anarchist Resistance and Greenpeace.

"The 2010 G8 summit in Huntsville ... will likely be subject to actions taken by criminal extremists motivated by a variety of radical ideologies," reads a JIG report from June 2009, before the G20 summit was scheduled, that sets out the intelligence group's mission. "These ideologies may include variants of anarchism, anarcho-syndicalism, nihilism, socialism and/or communism.

"The important commonality is that these ideologies ... place these individuals and/or organizations at odds with the status quo and the current distribution of power in society."

The surveillance was widespread. Campers at Rattlesnake Provincial Park west of Toronto were monitored, while another document indicates that police had a process in place "to obtain information on registered campers" who stayed at Algonquin Provincial Park and Arrowhead Provinical Park, both of which are within driving distance of Hunstville.

And RCMP records suggest that the reconnaissance continues. Report logs indicate at least 29 incidents of police surveillance between the end of the G20 summit and April 2011 — more than nine months after world leaders departed Toronto.

The same document indicates that the RCMP-led intelligence team made a series of presentations to private-sector corporations, including one to "energy sector stakeholders" in November 2011.

Other corporations that received intelligence from police included Canada’s major banks, telecom firms, airlines, downtown property companies and other businesses seen to be vulnerable to the effects of summit protests.

Public safety

Spokesperson Sgt. Pierre Chamberland acknowledged the OPP had undercover officers involved in the G20 but declined to speak about specifics, saying the force can’t comment on operational matters.

But he said generally, undercover agents are constrained in what they can say and do by strict policies.

"So it's not a matter of like you would see on television where they can do or say whatever they want. They’re not authorized to break the law unless they have special permissions," he said.

Chamberland affirmed that the main motivation for using undercover officers is, like most police work, to protect the public.

"We're always concerned about public safety. That's our number 1 concern," he said.

Stacey sees it differently, arguing that undercover agents create a chill effect on activism.

"The practice of infiltration and undercover policing of political protest is legally about making a case for conviction, but politically about creating a culture of fear about dissent."

10 outlandish things the 'scientific' controllers have in mind for you in the near future

by Mike Adams, the Health Ranger, NaturalNews Editor

(NaturalNews) What corporate-driven "science" has in mind for the future of humanity is far different from the dreamy utopian landscape that's been portrayed by the mainstream media. To hear the corporate-run media tell it, science is always "good" for humanity. Scientific achievements are always called "advances" and not "setbacks," even though many of them have proven to be disastrous for humanity (atomic bombs, for example, or GMOs).

While pure science is, indeed, a necessary component of any civilization which seeks to expand its understanding of the universe, what we see dominating the landscape today isn't pure science but corporate-driven "science" that only seeks to accelerate corporate profits, not human understanding. And with that corporate-slanted science comes a whole new era of truly terrifying technologies that we may soon see become reality in our world.

Here, I've compiled a list of ten future technologies that might be used to strip away your freedoms and enslave you to the corporate globalist masters, all under the label of "science."

#1) Organ harvesting from genetically modified, patented pigs

Need a replacement heart or lung? No worries, mate! Monsanto will grow you a new one using a genetically modified, trans-species pig (patent pending) that was raised on GMO animal feed and subjected to organ harvesting while it was still alive in order to keep the organs "fresh."

Your government-approved, Medicare-funded transplant will be handled by one of the top U.S. hospitals, which are, even today, deeply engaged in black market organ trafficking and illegal transplantations.

#2) "Behavioral vaccines" that rewire your brain to eliminate dissent

Disobedience is a disease! And the "cure" for disobedience (or Oppositional Defiance Disorder, as they call it) will be a new "vaccine" that biologically rewires your brain to make you more socially acceptable to the controllers.

It will be called a "behavioral vaccine" even though, in reality, it's just a chemical lobotomy. This technology will be a cornerstone of the global police state, which will have no tolerance for independent thinking or critical thought of any kind, especially against the state.

#3) Centralized, remote monitoring of all your health statistics and vital signs by the police state

Think your medical records are really private? Think again: Even now, the U.S. government maintains a secret centralized bank of blood taken from children at birth. In the near future, citizens will be implanted with biometric monitoring chips that relay information back to the government about your pulse, respiration, and the presence of either illegal drugs or legalized pharmaceuticals (which are often the very same chemicals as illegal drugs, just re-branded as a medication).

These chips will be used by the government to enforce people taking their medications. They will also be used to locate and arrest those who smoke a little pot or take addictive substances without a prescription.

But most importantly, these chips will be used to monitor nutritional levels and make sure no one attains a high level of vitamin D, for example, which promotes clear thinking and strong cognitive function (http://www.naturalnews.com/029190_v...). Under scientific dictatorship, the sheeple must be kept in a state of chronic nutritional deficiency in order to be easily controlled. This will all be sold to the public as a way for the government to monitor their "safety" because, the government will claim, "Too much vitamin D can be dangerous!" So they will set the upper safety limits to the lower threshold of cognitive awakening, making sure that everyone remains in a mental stupor as they live out their state-run lives.

#4) The total secrecy of all food ingredients, sources and places of origin

As the food industry is increasingly invaded by junk science (GMOs, anyone?), efforts will increase to hide all the chemical ingredients in food products and rename dangerous-sounding chemicals into nice-sounding chemicals.

The Corn Refiners Association is already trying to rename "High Fructose Corn Syrup" to "corn sugar." (http://www.naturalnews.com/029748_h...) Aspartame is now going to be called "AminoSweet," and MSG has been renamed things like "yeast extract" or "Torula yeast powder."

But it's going to get far worse as fraudulent science accelerates food industry deceptions. Expect to see preservatives like "sodium benzoate" renamed as things like, "Freshiness crystals." Or "artificial colors" might be described as "Fortified with pretty colors."

Above all, the food industry wants to hide where its foods come from, how they are made, and what's in them, because all three of those categories are bad news for your health.

#5) The complete criminalization of home-produced foods and medicines, forcing total reliance on factory food production

Speaking of food, corrupt "scientists" will soon insist that growing your own food is extremely dangerous because you might grow e.coli in your garden! With such absurd justifications, home gardening will be completely outlawed in many towns, and those who try to secretly grow tomatoes will be arrested and imprisoned as if they were heroin smugglers.

The idea of all this is to make the population completely dependent on centralized factory food production, in the same way the population is currently dependent on centralized electricity and centralized fossil fuels. This will all be justified with the help of "scientists" who claim that factory-produced food is safer for you because it's all pasteurized, irradiated and fumigated.

#6) The unleashing of a global bioweapon pandemic through seasonal flu shots

Whereas vaccines were once intended to prevent disease, they are now being increasingly weaponized and engineered to spread disease, which is why most of the people who get the flu each winter are the very same people who routinely take flu shots.

In the near future, as the globalists decide the world population has reached its upper tolerable limit, a live "population control" virus will be engineered right into the vaccines, followed by an aggressive vaccine push that even offers to pay people to receive flu shots. (Get a flu shot, earn $25!)

The whole scheme, of course, is nothing more than a population control measure designed to eliminate all the lower-IQ people on the planet who are stupid enough to allow themselves to be injected with biological weapons packaged and sold as vaccines. Effectively, it's really a eugenics program that the globalists believe will save the human race from the rise of stupidity (no matter what the cost in human suffering).

#7) Total government control over your reproduction and the genetic code of your "offspring"

Copulating with the person of your choice and producing your own "random" offspring will no longer be allowed under the scientific police state. Reproduction must be carefully controlled through licensing and regulation to make sure that no unexpected results occur.

Before having children, parents will need to apply to the government for permission to reproduce, at which point they will be genetically and cognitively profiled, then granted a reproduction classification status that must be strictly followed to avoid imprisonment.

People who show rebellious tendencies and speak out against the state will be denied reproduction "privileges." Only the most obedient, white-skinned, do-gooder mind slaves will be granted reproduction privileges, and they will gladly copulate and raise yet more babies to be sacrificed to the state as the next generation of mind slaves.

#8) Wireless brain implants that can be remotely activated by law enforcement to make entire crowds of people passive

The future of "science" involves all sorts of electronics implanted into the human body. One of the most convenient ones will be the "pacification chip" that will be forced upon citizens along with "money chips" that they use to pay for everything (cash will be outlawed, and using cash will be seen as a terrorist activity).

The pacification chip can be remotely activated by the government through cell tower bursts -- or through hand-held units issued to police and law enforcement commanders -- to instantly pacify large crowds of protesters or rioters. Are the students protesting about free speech again? Activate the pacification chip, and they'll all lay down on the lawn and daydream for a while.

Are revolutionaries marching on the capitol and trying to overthrow the government? Activate the pacification chip, and your tyrannical dictatorship is safe!

Such chips may also be used to "excite" the brain at times when it is also politically useful. For example, when another terrorist attack is staged on U.S. soil, the "excitation chips" can be activated across the population to get people riled up and calling for war! (And that's the whole point of false flag attacks, of course.)

#9) The genetic engineering and breeding of obedient super soldiers

In the far future, battlefield soldiers will actually be humanoid-shaped robots equipped with firearms and body armor. Think "Terminator" model T-1000. That's still a ways off, of course, given the incredible complexity of mobile power, robotic actuation technologies, vision recognition systems and artificial intelligence.

In the mean time, the most powerful nations of the world will pour R&D money into growing genetically modified super soldiers who are secretly birthed, raised and trained to be as robotic as possible. These super soldiers will be genetically engineered with peak performance attributes (high blood oxygenation, large body frames, etc.) combined with small brains that can only process enough information to follow orders but never question them.

They will also be outfitted with numerous electronic implants, making them more cyborg than human. They will have vision implants attached to their retinas, for example, GPS chips wired to their brains, comm equipment wired into their ears, and built-in pain medication dispensers that flood their bodies with stimulant chemicals so they can keep fighting even after an arm gets blown off, for example.

#10) The electromagnetic activation of metals and nano-crystals injected into you through vaccines

Here's a new one most people haven't thought about: In addition to vaccines being used to spread infectious disease, they can also be used to inject humans with nano-crystals that are sized and tuned to resonate at certain frequencies, much like a radio crystal tunes in to a specific radio band.

Such nano-crystals may lie dormant in the bodies of the general public for years or even decades, but at some point the government can take over the radio towers with an "emergency" national transmission that broadcasts an activation signal at precisely the right wavelength to excite the nano-crystals already in peoples' bodies. The results could be anything from mass insanity to massive outbreaks of violence (rioting, etc.) or just tens of millions of people instantly dropping dead. Any of those outcomes could then be exploited by the government to sell a cover story of a "terrorist attack" that requires even more government control over the population.

It could all be done in the name of "science"

Remember, this collection of 10 points is about possible future technologies that exemplify the abuse of science to empower tyrannical governments and corrupt industries. Thankfully, these ten examples have not come true yet, but several are well on their way to become reality in just the next few years.

Real science has an important role to play in any society, but I believe that science should serve the interests of the People, not the self-serving controllers who run globalist corporations and national governments. When science is used to dominate and enslave people rather than setting them free, it is a violation of one of the most fundamental truths throughout the universe: only through freedom (the freedom of ideas, freedom of questioning, freedom of discussion) can true understanding of our universe be achieved.

NaturalNews salutes the real scientists out there who pursue the betterment of human civilization without punching a clock for all the evil corporations which abuse science for their own nefarious purposes.

The Grand Alignment 2012: Every 25,800 Years

Support Your Local Police State

Heroic local police at work.

"Which is better—to be ruled by one tyrant three thousand miles away, or by three thousand tyrants not a mile away?" –

Attributed to Boston physician Mather Byles, 1770.

“Do you see this soldier in this checkpoint?” Iraqi Wael al-Khafaji asked a Reuters reporter, pointing to a spot just a few feet from his Baghdad barbershop. “He can do whatever he wants to me right now and I can't say a word. Is this democracy?”

Before the U.S. invasion, this businessman – like millions of other Iraqis – was ruled by a distant dictator who had little direct influence on his life. Today, everything he does takes place under the shadow cast by armed men who have given themselves permission to brutalize or kill anybody who refuses to obey them.

For Mr. al-Khafaji, it makes no material difference whether the checkpoint is manned by U.S. soldiers, State Department-employed mercenaries, members of Saddam’s Republican Guard, or elements of a local sectarian militia. The problem is the presence of people who claim the right to use aggressive violence to force him to submit to their will. The problem is not one of geography or affiliation; it is a matter of institutionalized immorality.

Americans who supported the Iraq war would be scandalized by Mr. al-Khajafi’s ingratitude. They would be wise to ponder his insight while examining the extent to which our own country is becoming a garrison state. They would also do well to emulate his habit of looking with acute suspicion – and no small measure of resentment – on the oddly dressed armed men who presume to exercise authority over us.

Democracy is the art of inducing victims of government power to focus on the question of who controls the government, rather than what it does. The same can be said of the perspective encapsulated in the slogan “Support Your Local Police” (SYLP).

As sociologist David Bayley pointed out, “The police are to the government as the edge is to the knife.” The police are an implement of coercion wielded by the political class, whether they are operationally under the control of Washington, D.C. or City Hall.

From the SYLP perspective, the police and the “criminal justice” system they serve exist to protect life and property against criminal violence and fraud. If this were true, it would follow that most of those arrested and punished would be found guilty of crimes against person and property.

According to the most recent available statistics regarding incarceration, however, people convicted of actual crimes compose a very small minority of America’s vast and growing federal prison population. As of 2009, crimes of violence accounted for roughly eight percent of that total, and property crimes contributed a bit less than six percent. More than half of all inmates were convicted of non-violent drug offenses, and thirty-five percent were caged for what are called “public order” offenses.

Libertarian activist Michael Suede points out that eighty-six percent of all federal inmates were punished for what are called “victimless crimes” – that is to say, offenses not properly described as crimes at all. It is reasonable to assume that similar trends exist at the state and local level as well.

There are instances in which police act in defense of persons and property. Those are genuinely exceptional, because rendering that service is not part of their formal job description: The Supreme Court has repeatedly ruled that police have no enforceable duty to protect individual rights. This helps explain why, as economist Robert Higgs pointed out roughly a decade ago, “there are three times as many private policemen as there are public ones.”

In choosing to pay for private security assistance, Americans freely spend more than twice the amount stolen from us each year to pay for the government’s armed enforcement caste. This is because the government that takes our money fails to provide the promised social good – protection of life and property.

Writing nearly a century ago, when our contemporary police state was in its infancy, the immortal H.L. Mencken protested that the government supposedly protecting him was actually the most rapacious and tenacious enemy of liberty and personal security. While it is possible for the typical American to repel the aggression of private criminals, “he can no more escape the tax-gatherer and the policemen, in all their protean and multitudinous guises, than he can escape the ultimate mortician. They beset him constantly, day in and day out…. They invade his liberty, affront his dignity, and greatly incommode his search for happiness, and every year they demand and wrest from him a larger and larger share of his worldly goods.”

The one refinement we can make to this otherwise flawless polemical gem is to note that the terms “tax-gatherer” and “policeman” are functional synonyms. Both offices exist to extract wealth from the productive at gunpoint on behalf of the political class. The only substantive difference between them is that the latter are granted slightly wider latitude in inflicting aggressive violence, and equipped to do so.

As Carl Watner pointed out in “Call the COPS – But Not the Police,” a seminal 2004 essay published by The Voluntaryist, gathering taxes has been a core police function since the institution was first imposed on the Anglo-Saxons following the Norman Conquest. The feudal order implemented by William the Conqueror was built upon the “frankpledge,” which was the institutional foundation for a a police system designed to collect revenue for the monarch.

The Anglo-Saxon tribes had provided security through kinship-based groups called “tithes” and “hundreds,” who defended cattle herds and other property and acted as posses to apprehend thieves. Anglo-Saxon courts emphasized restitution, with any punitive damages being used to compensate volunteers who had tracked down the offenders. Under the frankpledge, however, the “justice” system diverted all revenues into the king’s treasury.

Royal courts worked tirelessly to expand the king’s jurisdiction, which was enforced by royal appointees called shire-reeves (from which the term “sheriff” is derived). Eventually, royal enactments criminalized efforts by victims to seek private restitution; since such arrangements deprived the treasury of revenue, they were seen as a form of theft. This concept of the “King’s Peace” could be considered the distant but recognizable ancestor of the modern notion that the disembodied abstraction called “society” is a victim of criminal offenses – even those in which no individual has been injured.

A heavy residue of Anglo-Saxon tradition endured into the 18th Century. A French visitor to London in the mid-1700s was astounded when none of the local residents could direct him to the police – or even recognize the term. “Good Lord! How can one expect order among these people, who have no such a word as police in their language?” he exclaimed.

In fact, the term was familiar to educated 18th Century Britons, who – as historian Leon Radzinowicz points out – considered it to be “suggestive of terror and oppression.” A 1785 Police Bill proposed by William Pitt the Younger shattered against an iron wall of opposition to what was regarded as a “dangerous innovation.” Until the second decade of the 19th century, the British government’s ambition to create a standing police force was confined to its Irish colony, where its heavily armed Royal Constabulary field-tested methods that would later be imported to the homeland.
The First Modern Police Chief: Fouche.

During the same period, Napoleon Bonaparte, the armed evangelist of the Jacobin revolution, created the first modern police force. Bonaparte’s ascent to power began with a brutal police action: The massacre of 13 Vendemiaire (October 5, 1795), during which the young Corsican general used artillery to slaughter Royalist protesters on the streets of Paris.

By 1812, writes David A. Bell in his book The First Total War, large areas of Europe under Bonaparte’s rule were afflicted with “pervasive bureaucracy, particularly new agencies for tax collection and conscription…. To implement the new order, there came new police forces, often staffed largely by Frenchmen.”

Presiding over this apparatus of regimentation, extraction, and coercion was secret police Chief Joseph Fouche, the Jacobin fanatic who prefigured Felix Dzherzhinsky.

Bonaparte’s star was in eclipse by 1814. However, as British historian Paul Johnson observed in his book The Birth of the Modern, “the golden age of the political police” had just begun. The Congress of Vienna gave birth to what one contemporary critic called “All sorts of wild schemes of establishing a general police all over Europe.”

At the same time, Robert Peel, the military governor of Ireland, introduced the so-called Peace Preservation Police, a centrally controlled paramilitary auxiliary to the 20,000-man military force garrisoned on the island. Peel explained that the force “was not meant to meet any temporary emergency” but rather intended to become a permanent institution. In 1829, Peel was England’s Home Secretary. With Parliament’s resistance at low ebb, Peel proposed the creation of the Metropolitan Police.

“The new police institution had many supporters in government, but opposition was to be found in the wider society,” wrote Watner in The Voluntaryist. “The fundamental principles behind the force were seen as … anathema to Whig political principles, which emphasized `liberty over authority, the rights of the people against the prerogatives of the Crown, local accountability in place of centralization, and governance by the “natural” rulers of society instead of salaried, government-appointed bureaucrats.’”

Populist parliamentarian William Cobbett, an outspoken foe of “tax-eaters,” was among the fiercest critics of the Metropolitan Police, which he saw as the vanguard of a country-wide army of occupation.

“Tyranny always comes by slow degrees,” Cobbett declared in an 1833 speech in Parliament, “and nothing could tend to illustrate that fact [better] than the history of police in this country.” Less than a generation ago, Cobbett pointed out, the very term “police” was “completely new among us.” Now, owing to Peel’s innovations, London was now overrun with “Blue Locusts” – “a police with numbered collars and embroidered cuffs, a body of men as regular as the King’s service, as fit for domestic war as the redcoats were for foreign war.”

In 1783, the last of King George’s occupation troops were evicted from New York. In 1844, New York City’s municipal government became the first in America to embrace Robert Peel’s system of paramilitary police. This amounted to exchanging Redcoats for “Blue Locusts.” Other major cities – New Orleans and Cincinnati in 1852, Boston, Philadelphia, and Chicago in 1855 -- soon followed. State police agencies began to appear in the last decade of the 19th century, and first decades of the 20th.

While those police agencies were locally controlled, they were not servants of the public; they were instruments of the political class that created them. On the western frontier, where political power was either radically decentralized or entirely theoretical, security for person and property was “protected by private policemen who were paid by – and, so, responsible to – the community where they served,” notes libertarian writer Wendy McElroy.

Unlike the European gendarmes and royal British “shire-reeves,” McElroy points out, “Western sheriffs did protect people and property; they did rescue schoolmarms and punish cattle rustlers. Their mission was to keep the peace by preventing violence.”

Most importantly, in the Old West, sheriffs and marshals didn’t claim a monopoly on the legitimate use of force. Thus when corrupt sheriffs like Montana’s Henry Plummer or Idaho’s David Updike used their office as cover to operate as “road agents” (horse thieves and highwaymen), they were arrested, tried, and punished by private “committees of vigilance.”

The only legitimate role for a peace officer is to interpose himself on behalf of individuals threatened by aggressive violence. That is a role that can (and should) be carried out by any law-abiding individual – including instances when the purveyor of aggressive violence is a police officer or other state official.

In the recent nationally coordinated police crack-downs on “Occupy” protesters we have seen the following scenario play out numerous times: Peaceful demonstrators confront riot police; individual riot policeman commits physical aggression against protester, then immediately escalates the conflict by using potentially lethal force; when the crowd reacts, the other police officers – rather than coming to the aid of the victim – form a protective barricade (I call it a “thugscrum”) around the assailant.

It is all but impossible to find an example of a police officer who interposed himself on behalf of the victim of criminal violence inflicted by a fellow officer. This isn’t surprising: A policeman can refuse to render aid to a crime victim without legal liability, and abuse innocent people without alienating his professional peers – but “going rogue” by intervening to prevent a criminal assault by another member of the punitive priesthood is a career-killer. Former Austin Police Officer Ramon Perez can supply the details.

Anytime a police officer commits an act of aggressive violence he is engaged in a criminal assault. If his fellow officers won't intervene to stop him, law-abiding citizens have the moral authority to do so. But this simply won't do, tut-tuts the program manual for the national Support Your Local Police campaign:

"The local police are not your enemy. Your committee is not here to attack them, blame them for violating the Constitution or your civil liberties because they are enforcing a measure of the Patriot Act or conducting a joint Federal and State anti-terror drill. Those are federal issues, which the local police in some cases may have already have little to no say if they are to continue receiving their additional Homeland Security funds, new equipment and weaponry.... We urge all responsible citizens in this community to work with us to ...[s]upport our local police in the performance of their duties [and] oppose all harassment or interference with law enforcement personnel as they carry out their assigned tasks.... [We must accept] our responsibilities to our local police, to defend them against unjust attacks, make them proud and secure in their vital profession, and to offer them our support in word and deed wherever possible." (Emphasis added.)

Their "assigned task": Local Police grab guns in New Orleans.

It apparently didn't occur to the author of that passage that claiming citizens have "responsibilities to our local police" is to assume that the people exist to serve the government, rather than the reverse. Furthermore, it's pretty clear that from this perspective, the police have no reciprocal "responsibilities" to the citizenry.

Does that "responsibility" to defend the police and "make them proud" extend to supporting local police when they carry out lethal paramilitary raids, like the one that resulted in the murder of Jose Guerena? Would it include support for firearms confiscation of the sort carried out by local police (as well as National Guard personnel) in post-Katrina New Orleans?

At the very least it would mean refusing to interfere when an armored bully carries out his "assigned task" of brutally assaulting a helpless, unarmed citizen, rather than carrying out the moral duty to do whatever is feasible to prevent the crime or end the attack.

"When law and morality are in contradiction to each other," observed Frederic Bastiat, "the citizen finds himself in the cruel alternative of either losing his moral sense, or of losing respect for the law -- two evils of equal magnitude...." The "Support Your Local Police" perspective undermines morality by enshrining unconditional support for the police -- who are, as SYLP admits, simply local affiliates of a nationalized Homeland Security system -- as a supposed civic duty.

No individual or institution has the moral right to use aggressive force. That principle applies not only to the Federal Leviathan, but to the loathsome little replicas of that vile beast found in every city, county, and state. Rather than helping to consolidate the existing police state, supporters of the rule of law should work to end their local government's monopoly on the police power -- with the ultimate objective of abolishing it outright.

17 Quotes About The Coming Global Financial Collapse That Will Make Your Hair Stand Up

Is the world on the verge of another massive global financial collapse? Yes. The western world is drowning in an ocean of debt unlike anything the world has ever seen before, and our financial markets are gigantic casinos that are dependent on huge mountains of risk and leverage remaining very stable. In the end, this house of cards that has been built on a foundation of sand is going to come crashing down in a horrifying manner. Usually in this column I go on and on about why things will soon get much worse. But today I am going to take a bit of a break. Today, I am going to let some of the top financial professionals in the world tell you why things will soon get much worse. Many of the quotes that you are about to read just might make the hair on the back of your neck stand up. Most people out there have no idea what is about to happen. Most people out there are working hard and are busy preparing for the holidays and they are hopeful that the economy will turn around soon. But that is not going to happen. We are heading for another major global financial collapse, and when it happens the U.S. economy is going to get even worse.

The epicenter for the coming global financial collapse is almost certainly going to be in Europe. As you will see below, financial professionals all over the world are sounding the alarm about Europe. It is a disaster that everyone can see coming but that nobody seems to be able to prevent.

Of course the failure of the "supercommittee" in the United States certainly is not helping matters. There is already talk that we may soon see another downgrade for U.S. debt. It is hard to even describe how incompetent the U.S. Congress is.

There is a tremendous lack of leadership both in the United States and in Europe right now. The financial world is more interconnected than ever before, and when the financial dominoes start to fall it is going to take a miracle to keep a complete and total disaster from unfolding.

So when the time comes, who is going to step forward and provide that leadership?

That is a really, really good question.

Right now, panic and fear are spreading like wildfire in the financial world and nobody knows for sure what is going to happen next.

But one thing is for certain. Pessimism is growing stronger by the day.

The following are 17 quotes about the coming global financial collapse that will make your hair stand up....

#1 Credit Suisse's Fixed Income Research unit: "We seem to have entered the last days of the euro as we currently know it. That doesn’t make a break-up very likely, but it does mean some extraordinary things will almost certainly need to happen – probably by mid-January – to prevent the progressive closure of all the euro zone sovereign bond markets, potentially accompanied by escalating runs on even the strongest banks."

#2 Willem Buiter, chief economist at Citigroup: "Time is running out fast. I think we have maybe a few months -- it could be weeks, it could be days -- before there is a material risk of a fundamentally unnecessary default by a country like Spain or Italy which would be a financial catastrophe dragging the European banking system and North America with it."

#3 Jim Reid of Deutsche Bank: "If you don't think Merkel's tone will change then our investment advice is to dig a hole in the ground and hide."

#4 David Rosenberg, a senior economist at Gluskin Sheff in Toronto: "Lenders are finding it difficult to finance their day-to-day operations with short-term funding. This is a lot like 2008 but with more twists."

#5 Christian Stracke, the head of credit research for Pimco: "This is just a repeat of what we saw in 2008, when everyone wanted to see toxic assets off the banks’ balance sheets"

#6 Paul Krugman of the New York Times: "At this point I’d guess soaring rates on Italian debt leading to a gigantic bank run, both because of solvency fears about Italian banks given a default and because of fear that Italy will end up leaving the euro. This then leads to emergency bank closing, and once that happens, a decision to drop the euro and install the new lira. Next stop, France."

#7 Paul Hickey of Bespoke Investment Group: "More and more, we are hearing anecdotal comments from individual and professionals that this is the most difficult environment they have ever experienced as the market is like a fish flopping around after being taken out of the water."

#8 Bob Janjuah of Nomura International: "Germany appears to be adamant that full political and fiscal integration over the next decade (nothing substantive will happen over the short term, in my view) is the only option, and ECB monetisation is no longer possible. I really think it is that clear and simple. And if I am wrong, and the ECB does a U-turn and agrees to unlimited monetisation, I will simply wait for the inevitable knee-jerk rally to fade before reloading my short risk positions. Even if Germany and the ECB somehow agree to unlimited monetisation I believe it will do nothing to fix the insolvency and lack of growth in the eurozone. It will just result in a major destruction of the ECB‟s balance sheet which will force an ECB recap. At that point, I think Germany and its northern partners would walk away. Markets always want short, sharp, simple solutions."

#9 Dan Akerson, CEO of General Motors: "The ’08 recession, which was a credit bubble that manifested itself through primarily the real estate market, that was a serious stress....This is much more serious."

#10 Francesco Garzarelli of Goldman Sachs: "Pressures on Euro area sovereign bond markets have progressively intensified and spread like a wildfire."

#11 Jim Rogers: "In 2002 it was bad, in 2008 it was worse and 2012 or 2013 is going to be worse still – be careful"

#12 Dr. Pippa Malmgren, the President and founder of Principalis Asset Management who once worked in the White House as an adviser to President Bush: "Market forces are increasingly determining what the options are and foreclosing on options policymakers thought they had. One option which is now under discussion involves permitting a country to temporarily leave the Euro, return to its native currency, devalue, commit to returning to the Euro at a better debt to GDP ratio, a better exchange rate and a better growth trajectory and yet not sacrifice its EU membership. I would like to say for the record that this is precisely the thought process that I expected to evolve, but when I proposed this possibility back in 2009, and again in September 2010, I had a 100% response from clients and others that this was “impossible” and many felt it was “ridiculous”. They may be right but this is the current state of the discussion. The Handelsblatt in Germany has reported this conversation, but wrongly assumes that the country that will exit is Germany. I think that Germany will have to exit if the Southern European states do not. Germany’s preference is to stay in the Euro and have the others drop out. The problem has been the Germans could not convince the others to walk away. But, now, market pressures are forcing someone to leave. Germany is pushing for that someone to be Italy. They hope that this would be a one off exception, not to be repeated by any other country. Obviously, though, if Italy leaves the Euro and reverts to Lira then the markets will immediately and forcefully attack Spain, Portugal and even whatever is left of the already savaged Greeks. These countries will not be able to compete against a devalued Greece or Italy when it come to tourism or even infrastructure. But, the principal target will be France. The three largest French banks have roughly 450 billion Euros of exposure to Italian debt. So, further sovereign defaults are certainly inevitable, but that is true under any scenario. Growth and austerity will not do the trick, as ZeroHedge rightly points out. Ultimately, I will not be at all surprised to see Europe’s banking system shut for days while the losses and payments issues are worked out. People forget that the term “bank holiday” was invented in the 1930’s when the banks were shut for exactly the same reason."

#13 Daniel Clifton, a policy strategist with Strategas Research Partners on the potential for more downgrades of U.S. debt: "We would expect further downgrades, a first downgrade from Moody’s and Fitch and possibly a second downgrade from S&P."

#14 Warren Buffett on the problems in the eurozone: "The system as presently designed has revealed a major flaw. And that flaw won’t be corrected just by words. Europe will either have to come closer together or there will have to be some other rearrangement because this system is not working"

#15 David Kostin, equity strategist for Goldman Sachs: "The wide range of possible outcomes on both the super committee process and the unstable political economy in Europe drives our view that investors should assume the worst while hoping for the best."

#16 Mark Mobius, the head of the emerging markets desk at Templeton Asset Management: "There is definitely going to be another financial crisis around the corner"

#17 Gerald Celente, founder of The Trends Research Institute: "The whole system is going down. Pull your money out your Fidelity account, your Scwhab accout, and your ETFs."

Are you starting to get the picture?

When so many top financial professionals are freaking out like this, perhaps the rest of us should start paying attention.

They are telling us that "time is running out".

They are telling us that "there is definitely going to be another financial crisis".

They are telling us that this "is going to be worse" than 2008.

They are telling us that "the whole system is going down".

Yes, a devastating financial collapse really is coming. Just like in 2008, it will seem like the "end of the world" while it is happening, but it won't be. It will severely damage our financial system and our economy, but it will not finish us off.

Think of it this way. When you build a sand castle at the beach, it doesn't get totally wiped out by the first wave or the second wave that hits it. Each wave does significant damage, but the destruction of your sand castle is a process.

It is the same thing with the U.S. economy. We once had the most incredible economic machine that the world has ever seen. It is constantly being gutted and the financial crisis of 2008 hit us really hard, but we are still doing okay.

After this next financial crisis we will be in even worse shape. But we will still be breathing.

More "waves" will come after this next financial crisis. If we continue on the road that we are on, our economy will progressively get worse and worse.

Not everyone will agree with this analysis, and that is okay. In the end, time will reveal the truth to all of us.

Right now, we all need to get ready for the next wave that is about to hit us. A lot of people are going to lose their jobs over the next few years. Hopefully you are prepared for that.

Soaring BPA Levels Found in People Who Eat Canned Foods

Eating canned food every day may raise the levels of the compound bisphenol A (BPA) in a person's urine more than previously suspected, a new study suggests.

People who ate a serving of canned soup every day for five days had BPA levels of 20.8 micrograms per liter of urine, whereas people who instead ate fresh soup had levels of 1.1 micrograms per liter, according to the study. BPA is found in many canned foods — it is a byproduct of the chemicals used to prevent corrosion.

When the researchers looked at the rise in BPA levels seen in the average participant who ate canned soup compared with those who ate fresh soup, they found a 1,221 percent jump.

"To see an increase in this magnitude was quite surprising," said study leader Karin Michels, an associate professor of epidemiology at the Harvard School of Public Health.

The levels of BPA seen in the study participants "are among the most extreme reported in a nonoccupational setting," the researchers wrote in their study. In the general population, levels have been found to be around 1 to 2 micrograms per liter, Michels said.

http://news.yahoo.com/video/us-15749625/27375071

The study noted that levels higher than 13 micrograms per liter were found in only the top 5 percent of participants in the National Health and Examination Survey, which is an ongoing study conducted by the Centers for Disease Control and Prevention.

"We are concerned about the influence of [hormone-disrupting] chemicals on health in general, and BPA is one of them," Michels told MyHealthNewsDaily.

The study is published online today (Nov. 22) in the Journal of the American Medical Association.

Soup for lunch

The study included 75 people, whose average age was 27. One group of participants ate 12 ounces of fresh soup every day at lunchtime, while the other ate the same amount of canned soup each day. Urine samples were collected from the participants on the fourth and fifth days of the study.

BPA was detected in 77 percent of people who ate the fresh soup, and all of the people who ate the canned soup, according to the study.

Only a few studies had previously looked at BPA levels from eating canned foods, and those relied on asking people how much of the food they usually eat comes from cans, Michels said. The new study was the first in which researchers randomized participants to eat a small serving of canned food or fresh food, and measured the resulting difference in their urine BPA levels, she said.

"We've known for a while that drinking beverages that have been stored in certain hard plastics can increase the amount of BPA in your body. This study suggests that canned foods may be an even greater concern, especially given their wide use," said study researcher Jenny Carwile, a doctoral student at Harvard.

BPA and health

A 2008 study of 1,455 people showed that higher urinary BPA levels were linked with higher risks of developing cardiovascular disease and diabetes, and abnormal concentrations of certain liver enzymes, even after factors such as age, body mass index and smoking were taken into account.

And other studies have linked BPA levels in a woman's urine during her pregnancy to health problems in her child.

It is not known how long the levels of BPA might remain high, according to the study. However, it is also not known whether such a spike, even if it isn't sustained for very long, may affect health, the researchers wrote.

The study was limited in that all of the participants were students or staff at one school, and a single soup brand (Progresso) was tested, but the researchers wrote that they expected the results to apply to canned foods with a similar BPA content.

"Reducing canned food consumption may be a good idea, especially for people consuming foods from cans regularly," Michels said. "Maybe manufacturers can take the step of taking BPA out of the lining of cans — some have already done this, but only a few."

The study was funded by the Allen Foundation, which advocates nutrition research.

Coming? The Warrantless 'Security Check' of Your Home

What will we say when the government announces that “for security reasons” it will begin conducting random checks of our homes? That we will be required by law to open our doors and stand aside while government agents do a walk-through, just to “be sure” and (of course) “to keep us safe”?

It is a serious question, not (as I will be accused of purveying) exaggerated or paranoiac. After all, we are already told specifically that we have no legal expectation of privacy when we’re out in public and it’s been implicit for years now that we have very little left in the way of Fourth Amendment rights anywhere – even in our own homes. See, for example, the recent Indiana Supreme Court decision that a homeowner has no right to resist even an illegal, warrantless and probable cause-free entry by cops. A cop, possibly psychotic, without doubt armed and packing the state’s authority to administer lethal violence – can literally kick in your door, for absolutely no lawful reason whatsoever – and if the homeowner resists, it is the homeowner who is in violation of The Law. If, say, you are asleep in bed and are awakened suddenly by the sound of your door being kicked in and you – fearing for your life – grab the pistol you keep by your bed and shoot the unknown berserker, it’s you who will go to prison!

“We believe,” said these latter-day Roland Freislers, that “… a right to resist an unlawful police entry into a home is against public policy and is incompatible with modern Fourth Amendment jurisprudence.” (Italics added) “We also find that allowing resistance unnecessarily escalates the level of violence and therefore the risk of injuries to all parties involved without preventing the arrest.”

And of course, we are told that we must Submit and Obey at airports. But that is hardly the end of it. As predicted, submission training is being expanded to bus stations and Interstates. The Department of Homeland Security is deploying its VIPR (Visible Intermodal Prevention and Response) squads of khaki-clad, sidearm-wearing, black shirted American SA all over this land for the sole purpose of further routinizing random, probable cause-free searches and, of course, assaults on what used to be regarded by most people as their inviolable personal space. Get people to accept crotch grabs and they will soon accept anything. The government knows this – which is precisely why the government is doing this. There is simply no rational reason, for example, to herd people leaving a train or bus into a gantlet of cops for a session of Submit and Obey. Yet this has been done – is being done – and will continue to be done. Because it acclimates people to the unreasonable, the unfair – the abusive. It is the whole point of the exercise, you see.

Now then. What will be the reaction when the goons in Washington announce that “terrorists” are finding refuge in “safe houses” – private homes? There could be a Manhattan Project in your next door neighbor’s basement – perhaps in your basement… .

Far-fetched? Paranoid? Really? More far-fetched than crotch-grabbing 7-year-old white kids on the theory that their parents might be secret A-Rabs who perhaps bleached their progeny and outfitted said child with radioactive Underoos? Or demanding that crippled 80-year-olds remove their Depends for similar reasons? Or that because there might be a drunk driver out there on the roads, every single driver who happens to be on the road automatically forfeits his (former) Fourth Amendment rights? Or that is now illegal – in Indiana, at least – to resist an armed intrusion by a costumed thug into one’s own home?

It is not paranoid – and far from being far-fetched – to imagine where this will all inevitably lead. We – enough of us to give the illusion of consent, at least – have already conceded the principle. That “security” justifies almost anything. And probably, very soon, everything.

We shall see.

Chlorine, Cancer, And Heart Disease

"We are quite convinced, based on this study, that there is an association between cancer and chlorinated water." - Medical College Of Wisconsin research team

The addition of chlorine to our drinking water began in the late 1800s and by 1904 was the standard in water treatment, and for the most part remains so today. We don’t use chlorine because it’s the safest or even the most effective means of disinfection, we use it because it is the cheapest. In spite of all our technological advances, we essentially still pour bleach in our water before we drink it. The long term effects of chlorinated drinking water have just recently being recognized. According to the U.S. Council Of Environmental Quality, “Cancer risk among people drinking chlorinated water is 93% higher than among those whose water does not contain chlorine.”

Dr. Joseph Price wrote a highly controversial book in the late sixties titled Coronaries/Cholesterol/Chlorine and concluded that nothing can negate the incontrovertible fact, the basic cause of atherosclerosis and resulting entities such as heart attacks and stroke, is chlorine.” Dr. Price later headed up a study using chickens as test subjects, where two groups of several hundred birds were observed throughout their span to maturity. One group was given water with chlorine and the other without. The group raised with chlorine, when autopsied, showed some level of heart or circulatory disease in every specimen, the group without had no incidence of disease. The group with chlorine under winter conditions, showed outward signs of poor circulation, shivering, drooped feathers and a reduced level of activity. The group without chlorine grew faster, larger and displayed vigorous health. This study was well recepted in the poultry industry and is still used as a reference today. As a result, most large poultry producers use dechlorinated water. It would be a common sense conclusion that if regular chlorinated tap water is not good enough for the chickens, then it probably is not good enough for us humans!

There is a lot of well founded concern about chlorine. When chlorine is added to our water, it combines with other natural compounds to form Trihalomethanes (chlorination byproducts), or THMs. These chlorine byproducts trigger the production of free radicals in the body, causing cell damage, and are highly carcinogenic. “Although concentrations of these carcinogens (THMs) are low, it is precisely these low levels that cancer scientists believe are responsible for the majority of human cancers in the United States“. The Environmental Defense Fund

Simply stated chlorine is a pesticide, as defined by the U.S. EPA, who’s sole purpose is to kill living organisms. When we consume water containing chlorine, it kills some part of us, destroying cells and tissue inside our body. Dr. Robert Carlson, a highly respected University of Minnesota researcher who’s work is sponsored by the Federal Environmental Protection Agency, sums it up by claiming , “the chlorine problem is similar to that of air pollution”, and adds that “chlorine is the greatest crippler and killer of modern times!”

Breast cancer, which now effects one in every eight women in North America, has recently been linked to the accumulation of chlorine compounds in the breast tissue. A study carried out in Hartford Connecticut, the first of it’s kind in North America, found that, “women with breast cancer have 50% to 60% higher levels of organochlorines (chlorination byproducts) in their breast tissue than women without breast cancer.”

One of the most shocking components to all of these studies is that up to 2/3s of our harmful exposure to chlorine is due to inhalation of steam and skin absorption while showering. A warm shower opens up the pores of the skin and allows for excelerated absorption of chlorine and other chemicals in water. The steam we inhale while showering can contain up to 50 times the level of chemicals than tap water due to the fact that chlorine and most other contaminants vaporize much faster and at a lower temperature than water. Inhalation is a much more harmful means of exposure since the chlorine gas (chloroform) we inhale goes directly into our blood stream. When we drink contaminated water the toxins are partially filtered out by our kidneys and digestive system. Chlorine vapors are known to be a strong irritant to the sensitive tissue and bronchial passages inside our lungs, it was used as a chemical weapon in World War II. The inhalation of chlorine is a suspected cause of asthma and bronchitis, especially in children… which has increased 300% in the last two decades. “Showering is suspected as the primary cause of elevated levels of chloroform in nearly every home because of chlorine in the water.” Dr Lance Wallace, U.S. Environmental Protection Agency.

Chlorine in shower water also has a very negative cosmetic effect, robbing our skin and hair of moisture and elasticity, resulting in a less vibrant and youthful appearance. Anyone who has ever swam in a chlorinated pool can relate to the harsh effects that chlorine has on the skin and hair. What’s surprising is that we commonly find higher levels of chlorine in our tap water than is recommended safe for swimming pools.

Aside from all the health risks related to chlorine in our water, it is the primary cause of bad taste and odor in drinking water. The objectionable taste causes many people to turn to other less healthful beverages like soft drinks, tea or other sweetened drinks. A decreased intake of water, for any reason, can only result in a lower degree of health.

The good news is that chlorine is one of the easiest substances to remove from our water. For that reason it logically should serve it’s purpose of keeping our water free from harmful bacteria and water borne diseases right up to the time of consumption, where it should then be removed by quality home water filtration.

No one will argue that chlorine serves an important purpose, and that the hazards of doing away with chlorine are greater than or equal to the related health risks. The simple truth is that chlorine is likely here to stay. The idea that we could do away with chlorine any time in the near future is just not realistic. It is also clear that chlorine represents a very real and serious threat to our health and should be removed in our homes, at the point of use, both from the water we drink and the water we shower in.

Bill would make wearing masks during riots a crime

A private member's bill debated Thursday in Ottawa would make it a crime to cover your face with a mask or other means during a riot.

But it will be at least another month before the bill can move on to committee stage.

The bill by Conservative MP Blake Richards was introduced in the House of Commons last month and was debated for the first time Thursday evening. It seeks to amend the Criminal Code to make it an offence to wear a mask, or otherwise disguise or conceal one’s identity during riots or unlawful assemblies.

“When trouble starts, people intent on criminal activity depend on being able to 'mask up' to conceal their faces with bandanas, balaclavas or other means to avoid being identified and being held accountable for their actions,” Richards said in a statement last month when the bill was tabled. “Wearing a mask in these circumstances is an aggravating factor for their behaviour that should be reflected in the law."

Richards said this is a measure that police have asked for and that it would be a new tool for them to help control "unruly mobs" and help identify offenders following a riot.

The Alberta MP's bill exempts people from the bill that have a "lawful excuse" for covering their face. It does not define what a lawful excuse would be under the proposed legislation.

If Richards's bill becomes law, a person found guilty of breaking it could be jailed for five years.

But the bill needs two hours of debate before MPs can vote to send it to committee, the next stage in the process. MPs discussed it for one hour Thursday and it will be another 30 sitting days before the bill comes up for its second hour of debate. That takes the bill into early next year, likely February.

It would then have to make its way through a House of Commons committee, go to a third reading vote in the House, and then repeat the process in the Senate.

The debate on the mask-banning bill comes as protests associated with the Occupy movement ramp up in New York City and across North America.

It also comes as Vancouver police launch a new effort to identify suspects from the riot in June after the Stanley Cup final.

Posters with 104 suspects on them are being distributed throughout the city.
